2099)(1) is not only also misleading and inaccurate, but anonymous. Why
would a "researcher" require his or her statement to be off the record?

explains, researchers at the World Health Organization have proposed a
new regimen for testing and treatment that models show could make an
enormous difference in rates of H.I.V. infection and mortality.

Compact to End HIV/AIDS. The Compact is an action agenda designed to
compel the policy changes needed to prevent increasing HIV infection in
women and young people, and ensure equitable access to treatment, care,
and support.
