Letter to the Editor To the Editor: Meeting the United Nations secretary general's compelling call for action to save Africa's women ("In Africa, AIDS Has a Woman's Face," by Kofi A. Annan, Op-Ed, Dec. 29) requires a sea change in men's behavior. Policy makers, who are mostly men, must pass and put into effect laws, as well as allocate resources, to end discrimination and violence against girls and women. Simultaneously, governments, communities and families must educate boys to respect the human rights of girls and women, at home and in the public arena.
