Re "A New Strategy for Fighting AIDS" (editorial, Dec. 30)

To the Editor:

New rapid H.I.V. tests in poor American communities offer great hope. Primary prevention actions must also be mounted to reduce the excessive risk of H.I.V. and AIDS that women and girls face. It is only through comprehensive sex education, employment and zero tolerance for sexual coercion and violence that we can prevent women from becoming infected.
